Job Title : PROGRAM & AGREEMENT MANAGER

ORGANIZATIONAL BACKGROUND:
El Sadat Association for Social Development & Welfare is a small Egyptian NGO that seeks to empower Egyptians through social, civil, and human development, with a special focus on poverty alleviation, women, and children. El Sadat Association's headquarter offices are based in the Nile Delta governorate of Mounifeya, and the majority of its programming takes place throughout the Nile Delta. A variety of funders including USAID, embassies, the Naguib Sawiris Foundation, and more, support the Association's programs, which vary from microfinancing small businesses for female heads of households to youth civic empowerment and much more.
PURPOSE
The Program Manager manages the field team in Cairo and Tala to ensure progress towards the Association’s objectives and the efficient and effective implementation of all projects. The Program Manager also manages the Association’s relationships with donors and maintains all related records and reporting requirements. The Program Manager is committed to the organization’s mission, able to work well in a diverse team, and has skills in Microsoft Word and Excel along with fluency in English Language (both written & spoken). Specific duties include, but are not limited to the following:
DUTIES AND RESPONSIBILITIES
Program Management:
1. Responsible for managing all projects.
2. Responsible for monitoring & developing new project initiatives with the Program Office & field team.
3. Contributes to proposal writing.
4. Responsible for monitoring funded projects against project objectives and ensuring that an effective monitoring and evaluation system is in place to assure quality and impact.
5. Responsible for ensuring that the Association meets all contractual obligations under its projects.
6. Responsible for ensuring recruitment of skilled teams to deliver projects (as needed).
7. Responsible to ensure that the Association’s special focus on women and/or youth continues in all projects.
8. Supports the Chairman with a consistent flow of information regarding status of projects, donor relationships and additional needs.
Donor Management
1. Overlook the maintenance of the History of Proposals records.
2. Overlook the maintenance of the Funding Directory (regularly updates the electronic version to keep all information current and uses as a working document to record all meetings and to plan future interventions).
3. Completes Records of Contact for key external meetings and events and shares with the senior management team.
4. Ensures accurate and timely reporting to donors for all funds received.
Strategic Management
5. Serves as an active member of the Association’s Senior Management Team and meets with this team as required.
6. Participates in the formulation and implementation of the Strategic Plan and Annual Operational Plans.
7. Develops relationships with key stakeholders including donors, media, community leaders and local government as appropriate.
Personnel Management
8. Line manages the Program Officer. Ensure a high level of performance and internal collaboration.
9. Ensures all staff have been adequately oriented, inducted and supported in their roles and responsibilities.
10. Ensures that all program staff members perform their duties according to their approved job descriptions.
11. Manages staff health & safety, welfare, motivation and discipline by ensuring a conducive working environment for the team.
12. Ensures that annual performance appraisals are completed and contract renewals are issued in a timely manner for all members of team. (To commence when the Association introduces these).
13. Conducts weekly meetings with direct reports and provides training for the employees in response to needs.
Financial & resource management:
14. Develops, manages and monitors project budgets against project plans.
15. Ensures that material and financial resources are safeguarded in the interest of the Association and donors through appropriate controls and physical counts.
Other
16. Other duties may be assigned by the Chairman from time to time.
Required Experience and Competencies:
University Degree or higher education achievement preferably in rural/community development, international relations, sociology, anthropology or a related field;
Minimum 5 years professional experience;
Minimum 2 years project management experience with responsibility for managing projects with budgets in excess of $50,000.
Relevant and successful experience in the development field or private sector pertaining to economic empowerment, women’s empowerment, environment improvement projects or agricultural enterprise development.
Knowledge and experience of using participatory tools and methodologies for program identification, implementation, monitoring and evaluation.
Proficiency with Microsoft Word and Excel and Internet/ Email.
Good written and verbal communication skills.
Fluent in written and spoken Arabic and English.
Commitment to the Association’s overall aims and policies.

h) Manage and timely resolve major crises and emergencies by acting as the incident commander and
making quick and prompt decisions.
i) Solve customers’ complaints especially when having impact on the business.
j) Handle security studies, plans, audits, and threat risk assessments as requested by clients.
k) Responsible for the welfare, motivation, good conduct and discipline of his staff.
l) Constantly monitor the area of operations, training, logistics, and manpower availability pertaining to
security services.
m) Conduct site survey and work out manpower deployment and resource allocation.
Requirements:

Bachelor Degree with accreditation from qualified security authority

Good level of English and Arabic, speaking and writing skills.

Sound judgment and awareness of incidents and investigation management, industrial security
management, risk management, first aid and fire protection.

At least 12 years of security related experience, military or police background.

Knowledge of man-management, security systems, security studies/audits, budget control, training and
customer service is an advantage.
