Human Resources and Administration

Assists the HR & Finance Coordinator for all administrative matters, including registration and legal issues

More specifically:

National staff
Maintains and update the individual files of the national staff: ID sheet, job description, contract, leave, medical expenses, evaluation schedule, and salary increment, trainings, using the internal MSF software (Homere)
Prepares monthly salary sheets, calculate taxes, and over time and record it in Homere
Briefs in Arabic the employees about MSF, the Internal regulation, contract, job profile…
Assist the HR & Fin Co for the recruitment of national staff
Supervises the administrative staff including cleaners and cooks

International staff
Is responsible for the arrival procedures for expatriates: schedule the briefings with various departments, collection of main docs (passport, visa, flight ticket, personal file form), cultural briefing, introduction to the team
Keep record and update the individual files of the expatriates and ensure proper follow up on administrative details such as expiry date of visa, permits, passports
Is the main responsible on all aspects related to expatriate’s permits including but not limited to visa request, visa extensions, work permit and residence permit, registration, taxation
Responsible for travel arrangement such as flight ticketing, airport pick up and drop off of expatriates on both national and international level.
Ensures that all expatriates are registered in their relevant embassies/consulates as soon as they arrive in the country
Prepare expatriate per diem and supervise the reimbursements of private phone bills and other private costs
Prepares the Expatriates Movements, Whereabouts on a monthly basis

General administration
Maintains a proper filing system and file accordingly all administration, accounting, legal, or other documents
Follows-up all contracts and agreements, rental agreements, office equipment maintenance contracts, insurances, gas station, utilities etc.
Update the organisation charts & Coordination contact list on monthly basis
Acts as an interpreter for the HR & Fin Co when needed
Drafts and translates documents from English to Arab and from Arab to English

Accounting
Assists the HR & Finance Coordinator in the finance and accounting management of the mission, including follow-up of the monthly expenses and elaboration of financial reports using the internal MSF software (Saga)

More specifically
Is responsible for daily accounting, cashbox transactions (cash requests, cash payments, collection of the receipts, transfer requests from the safe) and cash control
Ensuring that all vouchers and supporting documents are properly organised and filed, and that they are in compliance with MSF internal requirements
Monitors and proceeds to payment of all outstanding bills (telephone, electricity, local purchase etc.)
Monitors operational advances to other staff members
Assists in preparing the monthly checklist and request for transfers
Elaborates the monthly report concerning the expenses follow-up
Responsible for the data entry in Saga (accounting software)
Responsible for the maintenance of full confidentiality concerning any financial information
Check accuracies through running saga entries against cash-counts
Maintain the filing system of financial records
Check Exchange Rate monthly and send to both Coordination & Project offices
Comply with all relevant MSF policies and procedures with respect to fraud, health and safety and other relevant policies
Maintain cheque book and prepare cheques when required
Any other duties requested by the direct supervisor

SKILLS AND QUALITIES REQUIRED:
2-3 years proven experience in Accounting or HR/Administration
Experience of working with accounting software
Proven numeracy skills
Computer literacy with MS Office applications
Knowledge of English – spoken and written, fluent Arabic

17.يقوم بأى أعمال أخرى يكلفه بها مدير المؤسسة.

ثانياً : طبيعة العمل :
* تتطلب الوظيفة التفرغ التام لها.
* يتطلب أداء الوظيفة 20% من الوقت للعمل الميدانى ومتابعة التنفيذ، و 80% من الوقت للعمل المكتبى.
* الحد الأدنى لساعات العمل اليومية 7 ساعات / يوم، على ألا تقل ساعات العمل الأسبوعية عن 35 ساعة/أسبوع.

ثالثاً : مؤهلات شاغل الوظيفة :
1-حاصل على مؤهل عالى جامعى يفضل تخصص تجارى أو قانونى.

The Organisation
QGC is a leading Australian coal seam gas explorer and producer based in Brisbane, Australia. We are part of the BG Group, one the UK’s top 10 companies and world leader in liquefied natural gas production. QGC is establishing one of Australia’s largest capital infrastructure projects, Queensland Curtis LNG, to turn our world-class reserves of coal seam gas into LNG. The project is a priority for the BG Group and for QGC. It involves expanding our exploration and development in southern and central Queensland and transporting gas via a 340km buried pipeline to Curtis Island near Gladstone, where it will be liquefied for export. It will be a multi-billion-dollar, decades-long undertaking.

Position Summary
This role fulfils the position of Regional (Infrastructure) Operations Manager for QGC, working to ensure the highest levels of customer satisfaction through the delivery of IT infrastructure services.

Leading a local Infrastructure Support team and liaising closely with third party suppliers of infrastructure service in the territory, the QGC based Regional Infrastructure Operations Manager will have responsibility for delivering ongoing, day-to-day infrastructure services. The jobholder will also be responsible for providing service management around the infrastructure services to ensure optimal availability of services in the territory.

The Regional (Infrastructure) Operations Manager will proactively communicate and manage expectations around customer satisfaction and service levels with Managers in the territory. The jobholder will be the primary point of contact for operational issues affecting infrastructure services, being involved in incident and problem management on the customer’s behalf and acting as the customer’s advocate on any service delivery and service improvement issue.


The QGC Regional (Infrastructure) Operations Manager reports to the QGC CIO.

The role’s remit is to the relevant Regional CIO and is matrixed directly to the Global Operations Director. This role manages professional staff and supervised contractors and is a peer interface with the Global Infrastructure Tower Leads. The jobholder supervises D and E level roles and may include a Networks team, Server & Storage team, Projects team. and the oversight of the service contract for a service support team.


Key Accountabilities
The jobholder will lead and motivate team members including modelling organisational behaviours, coaching/mentoring, performance management, identify training/development needs and be accountable for IT Service Delivery team budget and financial and performance reporting. Ensuring client expectations are met or exceeded you will manage service level performance and contribute to excellent long-term business relationships between all QGC business units. Additionally the jobholder may lead or participate in the Change Control Board and/or change control process and manage service quality and improvement of service delivery processes ensuring processes and methodologies are followed. The jobholder will raise the credibility and profile of the Global IT Department through effective internal stakeholder engagement

• Develop relationships with Managers within QGC, employing a deep understanding of their business needs to enable new or changed IT infrastructure services to be developed and delivered to add real business value
• Proactively set and manage expectations with Managers about infrastructure service quality and Service Level Agreements (SLAs) in order to drive high customer satisfaction levels
• Influences stakeholders at a global level

Lead and provide direction and expert advice with regards to all QGC IT infrastructure and network services - including structure, resources, process and issue escalation management:
• Act as a focal point for contact by Managers for all live service matters by developing intimate asset knowledge of the IT infrastructure services requirements and their impact on business critical activities
• Work across IT infrastructure functional boundaries to present a co-ordinated, consistent infrastructure service delivery into QGC.
• Lead the monitoring and feedback on overall infrastructure service performance for the APAC? territory and ensure that service performance and reporting is reflecting the reality of the customer experience
• Direct and manage the delivery of live operational services (including all PCs, laptops, printers, network, drives, email etc.) in line with agreed service levels, performing reactive and proactive service and infrastructure maintenance (corrective and preventative) to eliminate causes of service disruption and potential loss of revenue and manage the resolution of serious and complex problems and their underlying causes
• Coordinate the fixing of technical infrastructure problems and/or liaise with third party suppliers and Level 3 Infrastructure Support teams to ensure that infrastructure problems in the APAC territory are resolved to the customer’s satisfaction
• In conjunction with the Service Management team, design and implement key performance metrics to improve productivity and the overall service provided to the APAC territory Assets
• Manage and coordinate third party suppliers of infrastructure services in the APAC? territory
• Define detailed capacity plans for infrastructure services provided to the APAC? territory Assets

Ensure the team delivers across a range of responsibilities
• Lead, motivate, develop and appraise local Infrastructure team members so that their individual and collective performance is of the required standard and meets the current and future needs of the business
• Ensure HSSE for all Global IT&T activities is managed effectively per the BG policies and standards
